River to Coast Children's Services (RCCS) is a nonprofit Family Resource Center dedicated to nurturing the healthy development of children and families throughout Western Sonoma County. Position Summary
The Child Development Resource Specialist (CDRS) supports the healthy development of young children and strengthens families and child care providers through developmental screening, family engagement, education, and resource coordination. A primary responsibility of the CDRS is coordinating and administering the Ages & Stages Questionnaires, Third Edition (ASQ-3) and other approved developmental screening tools for children from birth through age five. The CDRS ensures timely screenings, follows up with families, communicates results, provides developmental guidance and resources, and facilitates referrals for additional services when appropriate.
The CDRS also supports RCCS’s Family Child Care Home Education Network (CFCC) through provider visits, child observations and assessments, family engagement, parent education, and program activities. The position works collaboratively with the Case Management Department to support eligible families with access to subsidized child care services and assists with the Child Care Initiative Project (CCIP) through provider recruitment, outreach, technical assistance, training, and support for prospective and existing family child care providers.
Primary Responsibilities
- Coordinate and administer the Ages & Stages Questionnaires, Third Edition (ASQ-3) and other approved developmental screening tools for children birth through age five.
- Maintain and monitor developmental screening schedules to ensure children are screened at appropriate intervals and required follow-up is completed timely.
- Score and review developmental screenings, communicate results with families, provide developmental guidance and resources, and facilitate referrals for further assessment or services when appropriate.
- Maintain accurate and confidential developmental screening records, track referrals and outcomes, and complete required program reports and performance measures.
- Conduct regular visits with participating Family Child Care Home Education Network (CFCC) providers to support children’s development, provider practices, and program requirements.
- Complete and support required child assessments, including the Desired Results Developmental Profile (DRDP), and maintain appropriate documentation of children’s developmental progress.
- Collaborate with child care providers to develop individualized curriculum, activities, and strategies that support children’s social-emotional, cognitive, language, and physical development.
- Assist with and provide support for the implementation of the Child Care Initiative Project (CCIP), including family child care provider recruitment and outreach, technical assistance, training, licensing support, professional development, and ongoing support for prospective and existing providers.
- Participate in parent conferences and family engagement activities to share information regarding children’s developmental progress, strengths, and areas where additional support may be beneficial.
- Support environmental assessments, including FCCERS, and collaborate with providers and program leadership to develop and monitor improvement and professional development goals.
- Assess the developmental, educational, health, and social service needs of children and families and connect them with appropriate RCCS programs and community resources.
- Serve as a liaison between RCCS, families, child care providers, community agencies, and other professionals to support coordinated services and effective communication.
- Collaborate with the Case Management department to support coordinated services for children and families participating in RCCS programs.
- Assist with Kindergym, parent education, community outreach, developmental screening events, and other RCCS programs and activities as assigned.
- Maintain developmental and provider resources, curriculum materials, and the Provider Lending Library, ensuring materials are organized, current, and accessible.
- Attend required staff, team, and agency meetings; participate in agency events and trainings; complete required documentation and reports; and perform other related duties consistent with the position as assigned.
Required Qualifications
- Minimum of 24 ECE/CD units and experience in the Child Development/Early Childhood Education field; an A.A./A.S. in Child Development, ECE, or a related field is preferred.
- Bilingual English/Spanish, with strong written and verbal communication skills, required.
- Knowledge of FCCERS and experience working with Family Child Care Homes preferred.
- Strong organizational skills with the ability to maintain accurate, detailed documentation and records.
- Ability to work independently and collaboratively with staff, families, child care providers, and community partners.
- Ability to successfully complete and maintain required fingerprint/background clearance.
- Current TB clearance as required.
Work Environment and Physical Demands
- Ability to perform routine computer and office work and sit for extended periods with intermittent standing and walking.
- Ability to travel to child care provider homes, community locations, and RCCS activities as required.
- Ability to lift and transport materials, equipment, and supplies weighing up to 50 pounds.
- Ability to navigate stairs and environments typically encountered in family child care homes and community settings.
- Position may involve exposure to common household, environmental, or pet allergens while conducting provider visits.
