CAPSLO's Child Care Resource Connection is looking for a dedicated and compassionate Family Resource Specialist (FRS) to join our team. You will play a critical role in determining eligibility for child care subsidy programs and supporting families on their journey toward self-sufficiency.
We would love to hear from someone who:
For Family Resource Specialist I: Has 3 years of experience in administrative functions, case management, or eligibility determinations.
For Family Resource Specialist II: Has 5 years of related experience, including 1 year as a Family Resource Specialist I or equivalent (Bachelors degree preferred).
Has a valid California Driver's License, reliable transportation, and proof of insurance (required).
As a Family Resource Specialist you will:
Support families with accessing child care subsidies and addressing documentation needs.
Track payments, manage billing, and provide support in developing payment plans for delinquent accounts.
Perform essential data collection, mathematical computations, and recordkeeping to support financial audits and program evaluations.
Family Resource Specialist II will provide training and leadership to Family Resource Specialist I staff, as well as deliver educational workshops.
Conduct interviews and process documentation to determine eligibility for child care subsidies.
Provide consultations and referrals, helping families navigate childcare options and access vital resources.
Guide families through the certification and recertification process to maintain childcare assistance.
Maintain detailed case records, ensuring compliance with program regulations and policies.
Collaborate with CCRC staff to ensure accurate placement and eligibility for families under CalWORKs and subsidy programs.
Prepare and manage child care contracts, fees, and payments, ensuring families stay informed and in compliance.

Additional Eligibility Qualifications:
Must be at least 18 years of age by date of hire.
Must submit proof of current vaccination status for measles, pertussis, and influenza (or a current, signed influenza declination form) in compliance with SB 792.
Must comply with the CAPSLO COVID-19 Vaccination Policy, either being fully vaccinated or sign a COVID-19 vaccination declination form.
Must complete a health screening physical completed within 30 days prior to employment and a current TB skin test/Chest X-Ray.
Employment is contingent upon meeting all job requirements and background requirements: criminal history check (Inclusive of DOJ, FBI and Child Abuse), acknowledgement of child abuse reporting responsibility, criminal record statement (Form LIC508), etc. A criminal history clearance is required prior to employment.
Upon hire agency staff will check the Megan’s Law (or the current sexual predator website) to ensure each staff being hired is clear for employment. Program administrative staff will check the website annually to ensure all program staff are cleared to work.
Must meet the Head Start Performance Standards and State requirements.
Employment in Head Start, Early Head Start and Migrant and Seasonal Head Start Programs is contingent upon approval of the Policy Council.
